Located in the city of Houston, the 18th Congressional District forms a giant crescent ranging from the north side of town by George Bush International Airport and culminates in the south side by Tom Bass Park. Though peppered with affluent areas including the trendy Midtown and Montrose neighborhoods as well as Downtown, the 18th remains one of the most impoverished districts with one of the lowest education rates in the State. Historically a predominantly African American, the 18th has seen some sizable demographic shifts in recent years, with more diversity.
